Let's reject the UN plan for Palestine

A United Nations conference with the participation of 125 countries issued the so-called "New York Declaration ," which proposes a "peace" plan for Palestine. Although presented as a "UN plan" with the participation of Saudi Arabia and the Arab countries, it is in reality a plan of a sector of imperialism driven primarily by the imperialist governments of Emanuel Macron of France, Keir Starmer of Great Britain, Friedrich Merz of Germany, Mark Carney of Canada, Giorgia Meloni of Italy, and Shigeru Ishiba of Japan. In response to this plan, the Israeli government led by Benjamin Netanyahu announced its intention to occupy Gaza.

The plan proposes the creation of a Palestinian state by September under the government of the Palestine Liberation Organization (PLO), headed by President Mahmoud Abbas and Prime Minister Mohammad Mustafa. It proposes the disarmament of the Palestinian militias Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine, and others. It proposes the installation of a UN military force in the Palestinian state, and that the militias hand over all Israeli prisoners. The imperialist governments, including those of Arab capitalist China, Spain, Brazil, Indonesia, and Mexico, among others, join the support for this plan.

The UN's "two-state" plan is to save Israel

The "New York Declaration" claims to propose a "peace" plan to end the war in Gaza based on the effective implementation of the "two-state" solution. The declaration demands the "unhindered delivery of humanitarian assistance" to Gaza and condemns the attacks committed by Hamas against civilians in southern Israel on October 7, 2023. The entire " New York Declaration" establishes an equal sign between the oppressive Nazi state of Israel and the Palestinian militias fighting for national liberation. The declaration proposes the formation of a Palestinian state in the West Bank and Gaza that "has no intention of becoming a militarized state." In other words, the imperialist countries and the UN demand that the Palestinian people lay down their weapons and no longer defend themselves against the Nazi state of Israel.

The "Peace" policy of the imperialist countries and the UN seeks to save Israel, which is in a state of collapse, a deep economic, political, and social crisis. Half a million Israelis have fled the country, half a million have been relocated, and Israel's economy is in collapse. Capitalist companies are withdrawing capital from Israel under pressure from mobilizations in imperialist countries demanding divestment, while Israeli state bonds are considered junk; no one buys them, no one wants them. Israeli rulers and officials are declared war criminals by the Hague court and suffer worldwide repudiation and are booed wherever they go because Israel is a globally hated state. It is the South Africa of the 21st century, which in the 20th century was a nation repudiated for its apartheid policy toward the black population.

In conclusion, Israel is in the process of decomposition, opening up the possibility of the disappearance of the State of Israel. The "two-state" policy implies the coexistence of the State of Israel and a Palestinian state, a policy that failed precisely because Israel is a Nazi, genocidal state, and there is no possibility of peaceful coexistence with such states. The pacifist policy of all these capitalist-imperialist governments that advance the two-state policy implies the recognition of the State of Israel and thus the recognition of a genocidal Nazi state in the Middle East.

Hamas disarmament seeks to dismantle dual power

On the other hand, the Israeli government of Netanyahu announced the "military occupation of Gaza" seeking to break the Palestinian resistance. Both Israel and the UN make different proposals that have a common denominator: breaking the Intifada, disarming the global mobilization for Palestine, and also dismantling the Palestinian insurgent groups fighting for national liberation. This is because the imperialist governments that issued the "New York Declaration" feel cornered by the global Intifada, a global revolutionary process that links the struggle of the Palestinian people with the resistance of Palestinian militias, combined with a colossal and historic mobilization of support for Palestine that is unfolding throughout the world.

This gigantic global mobilization, spanning five continents, surpasses in magnitude and global reach the mobilizations for Vietnam in the 1970s or the mobilizations for Iraq at the beginning of the 21st century. The union of the Palestinian people's struggle and the global mobilization for Palestine has unleashed the largest revolutionary mobilization, one that is anti-capitalist because it goes against imperialism, NATO, and the genocidal state of Israel, the main support device for capitalism in the Middle East.

It is actually a third intifada, because there was already a first intifada in 1987, a second intifada in 2000, so the current global movement is a third intifada. The unity of the Palestinian people is also interconnected with other revolutions taking place in the Middle East, such as the one in Yemen led by the Houthi indigenous people, the revolution in Syria that just eight months ago defeated the dictatorship of Bashar al-Assad, the revolution in Lebanon, or the Kurdish revolution in Rojava, northern Syria, also led by guerrillas of the Kurdish indigenous people, among other examples. Precisely this unity and connection between the revolutions in the Middle East and the Palestinian revolution that constitute the Second Arab Spring is what the imperialist governments are trying to dismantle, because it poses a threat to the capitalist-imperialist order in the Middle East.

The armed militias and the international struggle for the Intifada are a dual power that confronts the power of Israel and imperialism. And as rarely before, this revolutionary mobilization has confronted and severely struck imperialism and Israel. It is precisely this dual power that imperialism and Israel seek to dismantle through massacres and killings, but they have failed. The New York Declaration demands that "Hamas end its rule" in Gaza and hand over its weapons to the Palestinian Authority, seeking to disarm the dual power through negotiations and deception.

Furthermore, the UN seeks to withdraw the Palestinian militias and place an international mission there as an occupying force to control Gaza, which is completely unacceptable. We reject the imperialist proposals outlined in the "New York Declaration," defend the right of the Palestinian people to armed defense, reject any disarmament, and continue the Intifada in defense of their rights.

Militias reject UN plan

On August 2, 2025, Palestinian militias responded that they will not lay down their weapons unless an independent Palestinian state is established, with Jerusalem as its capital. "Armed resistance cannot be abandoned except through the full restoration of our national rights, among which is the establishment of an independent and fully sovereign Palestinian state with Jerusalem as its capital ." This statement represents a complete rejection of the UN and imperialist plan being pursued by the armed militia leaderships, a rejection we at The Marx International salute.

We have significant programmatic, political, and methodological differences with the leaders of the Palestinian militias, both with the Islamic fundamentalists and the Stalinists, and with other sectors. Despite this, we do not hesitate to fully place ourselves in the military trenches of the Palestinian militias and fight for their armed victory. Along with this, we express our repudiation of the capitalist governments of the Arab bourgeoisies, such as those of Egypt, Jordan, and Lebanon, which have pursued a policy of not supporting the Third Intifada, which gives the State of Israel breathing space and allows it to continue carrying out its genocidal policy.

We must not have any hopes in those sectors of the Arab bourgeois government that do not support the Intifada because they fear it, precisely because of the anti-capitalist nature of the Third Intifada, which challenges the ruling classes of the Arab countries, which is against Israel, but also against the ruling classes of the capitalist countries. Nor can we have any hopes or place any expectations in capitalist governments of poor countries like Lula Petro or Claudia Scheinbaum, who claim to support Palestine but do not lift a finger to support the Third Intifada.

The struggle for a free Palestine from river to sea relies on the people and thousands of activists around the world. Furthermore, we denounce the pro-imperialist, collaborationist role of the Palestinian Authority under illegitimate President Mahmoud Abbas, who has banned all elections since 2006. The Abbas regime, based on the treacherous 1993 Oslo Accords, has acted as an agent of the Zionist state, having never fought against Israeli forces but rather collaborated with them in the repression of Palestinian resistance. No wonder it is deeply despised by the Palestinian masses! We reject any Palestinian puppet state proposed by the UN, ruled by Abbas.

Down with the New York Declaration! Long live the Third Intifada!

Israel and the United States denounce the UN Declaration, claiming that it "emboldens Hamas" and "rewards terrorism." That's why the imperialist and Zionist governments want the total subjugation of the Palestinians, their surrender, and the conversion of Gaza and the West Bank into an Israeli protectorate. But the "New York Declaration" was not launched because the European, Canadian, or Japanese imperialists are fighting with Israel and the United States, but because they are cornered by the Third Intifada, which is seeing increasingly large mobilizations and demonstrations.

European imperialism sees the Middle East as its backyard. They need to get rid of the intifada sweeping through major capitals like Paris, London, Madrid, and Berlin, filled with Palestinian flags. Opposition to the genocide is also growing within Israel, making Netanyahu's situation a grave crisis exacerbated by the failure of genocidal methods. More than ever, we support the Third Intifada with the goal of achieving a secular, democratic, and non-racist Palestine, which implies the destruction of the Zionist state. The intifada continues, and within it, increasingly important actions by the working class are taking place, such as in France, where dockworkers in Marseille blocked 14 tons of military components in June 2025.

In Italy, the ports of Genoa and Salerno were the scene of worker inspections of containers suspected of containing weapons. In Morocco, Casablanca port workers prevented the shipment of components for Israeli F-35 aircraft. Now, Greek dockworkers at the port of Piraeus, the largest in Greece and one of the most important in the Mediterranean, thwarted the shipment of 22 tons of military-grade steel bound for the port of Haifa (Israel). This is the way forward. Long live the Third Intifada, the revolution of the Palestinian people as part of the struggle for Global Socialism!
